Seven bids were received from:

The evaluation committee scored all 7 bids based on the criteria in the RFP. The evaluation committee invited Great Lakes Comnet and Zayo, the 2 highest scoring bids, to make presentations and intends to continue working with these two vendors.
Evaluation of the bids is now complete. After a thorough review of the bids according to the evaluation criteria in the RFP, the evaluation committee will be presenting Great Lakes Comnet’s pricing information to the participating health care providers (HCPs). Pending approval and final commitments from the HCPs, MPHI will continue to work with Great Lakes Comnet. The project won’t have a winning service provider until the final contract is negotiated, signed and, finally, approved by USAC. Until that time, MPHI reserves the legal right to change vendors for any reason.
Introduction
This Request for Proposal (RFP) solicits proposals from vendors who are qualified to
construct and service a broadband network linking as many as 521 health care providers (HCPs)
in Michigan, a majority of which are located in non-metropolitan areas. The envisioned
infrastructure will permit the HCPs—hospitals, federally-designated rural health clinics, tribal
medical centers, federally qualified health clinics (FQHCs), community health centers, and other
similar health care organizations—to exchange large amounts of medical data at high speed.
Specifically, the selected vendor will be asked to:
- Install high-speed connections at each participating HCP within Michigan so they can use
the statewide health information network; - Provide intra-health care network connectivity (HCP to HCP communications), Internet
connectivity, and full Internet2 connectivity to all HCPs; and - Oversee the network’s operation, maintain all network facilities and infrastructure, and
ensure network availability.
The overall objective of Michigan’s RHCPP effort is to increase health care-related
broadband availability in Michigan’s rural (non-metropolitan) areas and help make and keep
such service affordable to the participating HCPs.
