Under the Pilot all funds must be competitively bid using the Universal Service Fund process. Michigan plans to take a state-wide approach and release one Request for Proposal (RFP) to cover all sites in the state.  The RFP will be posted on the USAC website sometime in October; see http://www.usac.org/rhc-pilot-program/vendors/ for more information

Additional vendors must:

1. Have a current FCC Registration Number (FRN) [more info]
2. Have a current Service Provider Identification Number (SPIN) from USAC [more info]
3. Be in good standing with the FCC
